Notice to Bidders
Notice is hereby given that sealed bids will be received by Moorestown Township for “Main Steet Water Main Replacement – Phase 3” and will be opened and read in public at the Moorestown Township Town Hall, Council Chamber located at 111 West Second Street, Moorestown, NJ 08057, on Wednesday, February 25, 2026 at 3:00 P.M. prevailing time.
The work includes the furnishing of all labor, material, and equipment necessary or required to complete all work set forth in the Specifications and shown on the Plans for the construction of Main Steet Water Main Replacement – Phase 3 in the Township of Moorestown, New Jersey, including but not limited to new water main installation, existing water main abandonment, all necessary connections and service line replacements, and all restorations.
Each bid must be enclosed in a sealed envelope addressed to Patricia L. Hunt, RMC, Township Clerk, Town Hall, 111 West Second Street, Moorestown, New Jersey 08057 marked on the outside with words: BID: Main Steet Water Main Replacement – Phase 3 and must be accompanied by a Bid Bond or Certified or Cashier's Check in the amount not less than 10% of the amount bid, but not exceeding $20,000. All bid guarantees shall be accompanied by an executed consent from an approved surety company, licensed to conduct business in the State of New Jersey, agreeing to furnish the required Performance, Payment and Maintenance Bond upon the award of contract.
All bidders and the general public are invited to be present for this bid opening. All bids must be submitted on the prescribed bid forms, providing one (1) original and one (1) copy of the bid package.
Drawings, Specifications, and Contract Documents, prepared by Pennoni Associates, Township Engineer, for the proposed work may be inspected at the Office of the Municipal Clerk, Town Hall, 111 West Second Street, Moorestown, New Jersey 08057-2480 (Telephone No. 856-235-0912, Ext. 3015) during normal business hours.

The signed Proposal forms and bid security must be delivered to the place on or before the hour named above. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all, except the three apparent lowest responsible bidders, within 10 days after the opening of bids, Sunday and holidays, excepted. All other bid securities will be returned after awarding and signing of the contract and approval of the Contractor's Performance Bond.
Bidders are required to comply with the requirements of N.J.S.A 10:5-31 et seq. and N.J.A.C. 17:27. (Affirmative Action Law); N.J.S.A. 52:32-44 (Business Registration Act); and N.J.S.A. 34:11-56.48 et seq. (Public Works Contractor Registration Act).
In accordance with P.L. 2021, c. 301, a contractor submitting the lowest bid for a contract that is subject to the Prevailing Wage Act, if that bid is 10 percent or more lower than the next lowest bid, shall certify to the public body that the prevailing wage rates required by the Act shall be paid.
The right is reserved to reject any or all Proposals, in whole or in part, or to make awards to such bidder or bidders, who, in the judgment of Moorestown Township makes the most advantageous bid and to waive such informalities as may be permitted by law.
