ROAD CLOSING - CHURCH STREET |
|
NOTICE TO RESIDENTS
OVER THE COURSE OF THE NEXT THREE MONTHS, THE WATER MAIN WILL BE REPLACED IN CHURCH STREET BETWEEN MAIN STREET AND ROUTE 38. ON OR ABOUT JANUARY 18, 2010, CHURCH STREET WILL BE CLOSED TO THROUGH TRAFFIC AND A DETOUR PROVIDED SO THAT WORK MAY BEGIN.
ACCESS TO CHURCH STREET WILL BE AVALABLE FOR LOCAL AND EMERGENCY TRAFFIC DURING THIS TIME, HOWEVER, THE ACCESS POINT TO CHURCH STREET WILL VARY DEPENDING UPON THE LOCATION OF THE WORK ZONE. IF THE WORK ZONE IS AT THE ROUTE 38 END, ACCESS TO CHURCH STREET WILL BE AVAIABLE FROM MAIN STREET AND WHEN WORKING AT THE MAIN STREET END, ACCESS WILL BE FROM ROUTE 38.

|
PLEASE TAKE NOTICE that on or about November 11, 2009, work will commence on the Route 73 Fox Meadow Road/Fellowship Road Project. This will involve widening, reconstruction and structural work on Route 73 from mile post 28.78 to mile post 30.15.
The contractor, South State, Inc., expects working hours from 7am to 5pm, commencing 11/11/2009 ending 7/6/2012.

THE RIGHTS OF TENANTS DURING FORECLOSURE |
|
The NJ Public Advocate's Office has learned that some tenants are being inappropriately forced out of their homes when the building in which they are living has been foreclosed. Under NJ law, most tenants have the right to remain in their homes during and after a foreclosure.

| General Information |
- Town Hall Hours - 8:30 AM to 4:30 PM, Mon-Fri
- Licenses & Permits Available at Town Hall:
- Building Permits - Must be obtained for most construction and renovations.
- Dog Licenses - Annual licenses must be obtained by Jan 31st.
- Marriage Licenses - Applications should be made no later than one week prior to the wedding date. (There is a minimum three day waiting period from application to issuance of license.)
- Solicitation - All solicitors must obtain a permit at the Police Department, and must display this permit when soliciting.
- Voter Registration - U.S. citizens permanently residing in Moorestown may register to vote, and obtain absentee ballot applications, at Town Hall

LANDLORD REGISTRATION |

APPLICABILITY
The landlord registration requirement applies to all rental premises or units used for dwelling purposes except owner-occupied premises with not more than two rental units.
FILING OF REGISTRATION
Within thirty (30) days of transfer of ownership, or creation of new apartments, owner must file appropriate registration statements with:
1. The Municipal Clerk of the municipality, or with such other municipal official as is designated by the Municipal Clerk, in which the residential property is situated for one or two family non-owner occupied rental dwelling:
2 For dwellings with more than two rental units:
a. Landlord must go to the Bureau of Housing Inspection in the Department of Community Affairs.
b. DCA sends copy of filed statement to Municipal Clerk for the public records of the municipality.
CERTIFICATE OF REGISTRATION
Certificate of Registration shall show the following information:
1. The name and address of the record owner(s) of the premises and the record owner(s) of the rental business if not the same person.
a. In the case of a partnership, the names and addresses of all general partners shall be provided;
b. In the case of a corporation, the name and address of the registered agent and corporate officers of said corporation shall be provided.
4. Municipality determines eligibility within thirty (30) days of receipt of completed application. Notice of eligibility or denial, in writing, shall be mailed to the tenant applicant.
5. Municipality informs landlord/sponsor and tenant of determination of protection status.
6. If tenant does not agree, a hearing must be scheduled within ten (10) days of determination. Administrative hearings (appeals) shall be held within ten (10) days of the appeal filing. Hearings must be electronically recorded.
7. If status is denied after hearing process, tenant may petition the County court of appeals for hardship stays.
COSTS
1. Cost of the process should be passed on to the landlord/sponsor, preferable by means of a per-unit fee to be paid at the time the notice and supplies are provided to the Administrative Agent.
2. Costs associated with appeals of determinations can be charged to the tenant applicant, to be paid to the Administrative Agent prior to the hearing. The fee should be realistic to cover the cost of recording equipment. |
